FLORENCE---John J. Kispert has been named vice president for business affairs at Francis Marion University.
Kispert will assume responsibility for financial activities within the university on July 15, including budgeting, accounting, the physical plant, public safety, purchasing and auxiliary services.
He replaces T. Graham Edwards who is taking over as executive director of the FMU Foundation upon the retirement of Robert Sawyer at the end of June.
FMU President Fred Carter said he was pleased to have Kispert join his administrative team. ”John Kispert has a wealth of experience that he brings to this position,” said Carter. “He has developed an extraordinary record of service to the state of South Carolina. He is a man of impeccable integrity and one of the finest administrators in the state.”
Kispert comes to FMU from Columbia where he has been the chief of staff of the S. C. Department of Juvenile Justice since 1996. In that position, he was responsible for directing and coordinating day to day operations of the state’s juvenile justice system, including prevention programs, detention release screening, court intake, probation/parole supervision, community placements and aftercare services, institutional evaluation, secure confinement, rehabilitative treatment and victim’s services. The agency has 1,700 employees and an annual budget of more than $110 million.
Kispert earned a bachelor’s degree at the University of North Carolina at Chapel Hill, did graduate work at Texas A&M University and earned master’s degrees from the U.S. Naval War College and Salve Regina University.
