Position: Human Resources Manager I

Job Description
Performs a monthly reconciliation of the PEBA’s Accumulator Report by working directly with SCEIS, SC PEBA, Office of the Comptroller General, Office of the State Treasurer, and Agency’s Benefits Office. Researches and resolves all premium discrepancies. Responsible for creating retroactive payments to ensure billing payments are collected timely. Reviews, examines, and analyzes insurance benefits transactions within the billing system and SCEIS. Works with SCEIS to ensure bills are accurate and generate refunds or payments for active employees. Acts in accordance with Agency HR polices and procedures and SCPEBA requirements. Works with employees on Leave of Absence Without Pay (LWOP) status for proper billing of insurance premiums. Responsible for processing refunds for employees and Agency. Processes various HR- Payroll transactions in SCEIS, to include banking detail changes and creating additional payments (such as uniform and parking fees). Assists in submitting final wage calculations for SC Retirement Systems; distribution of paychecks and W-2s; responding to wage and employment verifications; gathering documents and conducting research for HR or Finance audits and requests for information or subpoenas. Maintains payroll records, on line or hardcopy files. Reviews separation and hire actions for assigned district or areas. Answers Payroll Office’s general phone line and responds to customers’ questions. Reconciles benefit’s related insurance amounts in order to properly match SC Public Employees Benefits Administration (SC PEBA) insurance premiums. Records and maintains all employees’ payments and submit to Finance and SCPEBA. Provides a monthly bill amount to SC to SCDOT HR Director and managers. Answers payroll or insurance related matters and/or problems. Researches questions by working with peers in Human Resources and SCEIS. Responsible for formally notifying Benefits Office of employees who have no paid premiums, in accordance with SCPEBA requirements. Responsible for attending annual Benefits related training seminars, and pertinent SCEIS HR modules training administered by PEBA or SCEIS. Performs other related duties as assigned.
